James “Jim” Albert Noyes, age 81, passed away peacefully surrounded by his wife and two sons on Wednesday, May 8, 2024 at Summerlin Hospital Medical Center in Las Vegas.
Jim was born on March 26, 1943 in Chicago, Illinois to parents Albert E Noyes and Antonia L (Rodman) Noyes. He grew up in Chicago and Indianapolis, attended Scecina Memorial High School in Indiana and graduated from Notre Dame High School in Niles, Illinois. He attended Purdue University in West Lafayette, Indiana graduating in 1966 with a Bachelor’s Degree in Civil Engineering. He made a vow to himself that the first company that offered him a job on the west coast, he was going to take. In August, 1966, he began his career at the Los Angeles County Flood Control District as a Civil Engineering Assistant. Jim continued to pursue his education and received his Master’s Degree in Environmental Science from the University of Southern California. He continued to move ahead in his career, ultimately achieving the position of Director of Public Works. Jim was a dedicated public servant and inspirational leader, respected by many during his 38 years of service to the people of Los Angeles County. He retired in 2004.
Jim had a passion for water and how the Department of Public Works could help in supporting water supply issues for Los Angeles County. He became involved in regional water issues representing Supervisor Mike Antonovich on the Southern California Water Committee, ultimately appointed as its Chairman. He joined the newly founded Urban Water Institute where he became its first Executive Director, serving over 10 years. Jim served as Chairman Emeritus until 2018 when he moved to Las Vegas.
Jim met his wife, Susan at the Flood Control District and they married on May 2, 1981 in Pasadena California. They shared a wonderful life together for 43 years and three beautiful children were born during this marriage. They raised their family in Arcadia California and were active in their church, parish school where the boys attended, scouting, and community sports. Jim was an avid golfer, played softball, and enjoyed a ski boat partnership with three friends where they spent time at the Colorado River and Shaver Lake.
